The Constitution of the Science Club

Article I

Name

The name of this club shall be known as the Science Club.

Article II

Purpose

The purpose of the Science Club is to unite students interested in natural and physical sciences by providing opportunities, such as guidance, scholarships, volunteer services and educational events, in an encouraging environment.

Article III

Membership

Section A

Any officially enrolled student at Fullerton College may become a member of the Science Club. Membership in the organization will be without discrimination or preference to any person(s) on the basis of gender, sex, sexual orientation, physical disabilities, age, marital status, financial status, ethnicity, race, ancestry, national origin, health, religious creed or the lack thereof.

Section B

Members must abide by the guidelines set by the current board.

Article IV

Officers

Section A

Elected positions within the Science Club shall be the President, Vice President, Secretary, Treasurer and Event Coordinator.

Section B

Appointed officers shall consist of ICC representatives. Additional positions may be created at the discretion of the president.

Section C

All officers shall participate in Science Club events and meet membership requirement.

Article V

Executive Board

The Executive Board shall consist of the elected officers and a non-voting faculty advisor(s).

Article VI

Elections and Term of Office

Officers who are found to be derelict of duty shall be subjected to due process as addressed in the By-Laws. Vacancies in the board shall be filled by either appointment or special election as directed by the Executive Board.

Article VII

Elections and Term of Office

Section A

The term of any elected and appointed office shall be for one (1) year beginning in the Fall Semester and ending the last day of classes in the Spring semester.

Section B

Elections shall be held at the end of each Spring semester for the following semester for all elected officers.

Section C

Appointed Officers shall be appointed by the Executive Board with two-thirds (⅔) majority vote. The Executive Board shall appoint officers by the end of the first meeting of the Fall semester.

Section D

Positions created by the president shall require a ⅔ majority vote by the elected officers before being open to appointments.

Article VIII

Duties of Elected Officers

Section A: President

The President shall preside at meetings and shall be the chairperson of the Executive Board. The President shall call specific emergency meetings where the president deems it advisable to do so. The President may represent the club at the Inter Club Council and/or any other affairs and events, or may appoint another board member to do so. The President shall have jurisdiction over all issues and decisions that concern the Science Club within reasonable limits decided by the board and advisor.

Section B: Vice President

The Vice President shall assume the duties of the President when the President is unavailable. The Vice President shall assist the President in the direction of all activities of the Science Club. The Vice President shall also assume the responsibilities as appointed by the President.

Section C: Secretary

The Secretary is responsible for taking minutes and keeping an attendance record during board and general meetings. The Secretary shall file the minutes and copies of all correspondence with the club throughout the year. The Secretary will also be responsible for informing board members of decisions made in their absence.

Section D: Treasurer

The Treasurer will oversee all monetary transactions involving the Science Club. The Treasurer shall provide financial reports at each regular meeting. The Treasurer shall serve as the business manager of the club and shall submit a final report to the club at the end of each semester to be filed with the permanent record of the Secretary.

Section E: Event Coordinator

The Event Coordinator shall oversee the arrangement, organization, and management of each event. The Event Coordinator must contact other associations to arrange field trips and other educational pursuits. The Event Coordinator must also be present and participate at a majority of events hosted by the Science Club.

Article IX

Duties of Appointed Officers

Section A: ICC Representative

The ICC Representative shall represent Science Club at meetings in accordance with Inter Club Council schedule. The ICC Representative will take notes during the Inter Club Council meeting and inform the board of changes or updates and decisions within the Inter Club Council.

Article X

Meetings

Section A

Science Club shall hold general meetings as scheduled by the Executive Board outlined in the By-Laws.

Section B

Science Club board meetings shall be announced and held at the discretion of the current board.

Article XI

Quorum

A quorum shall be 50% plus one (1) of the currently active membership. Decisions made by the quorum shall be binding on all the membership.

Article XII

Trips

Trips and tours are considered official activities of the Science Club. Accidents or damage to property shall not be the liability of the college or the Science Club. Each individual shall fill out and consent to their own liability and provide his/her own insurance for any off-campus activity. Transportation in non-college vehicles shall not be the liability of the N.O.C.C.C.D., Fullerton College, Associated Students, the Science Club or affiliates.

Article XIII

Insurance

All Students participating in any off-campus activities shall sign a waiver releasing all N.O.C.C.C.D., Fullerton College, Associated Students, the Science Club, affiliates, the instructor or assistant from responsibility for any injuries.

Article XIV

Amendments

A two-thirds (⅔) majority vote shall be cast to sufficiently amend this Constitution, provided the proposed amendment be presented to the members and posted at least two (2) weeks prior to the meeting.

Article XV

General

Any rules and procedures not specifically dealt with in the Constitution shall be referred to the Associated Students Constitution, By-laws, and Financial Code.

Article XVII

Scholarships

Science Club may offer annual scholarship awards paid from the club treasury as dictated in the By-Laws.

By-Laws

Article I

Membership

Section A

A member in good standing shall attend at least 50% of meetings and 50% of events per term.

Section B

Members of the club who remain in good standing for the academic year shall be endowed special privileges and benefits. The special benefits include, but are not limited to, discounts on events and/or fundraisers, eligibility to apply for Science Club scholarships, and permission to include membership in the Science Club on resumes. Individuals not considered to be in good standing shall not be a

member of the Science Club.

Section C

Club members will be removed from good standing for the following reasons:

  1. Any club member will lose good standing status if he or she violates any of the requirements for good standing as listed above.
  2. Any behavior or action on the part of a club member in good standing that would be considered by the executive board and/or the advisor to violate the interest of the Science Club, college policy, district policy or the laws of the State of California will be grounds for expulsion from the club.
  3. The expelled club member will be prohibited from attending any future club meetings or events.

Article II

Officers

Section A

All officers shall serve as a coordinator/leader in a science club-related workshop, field trip, volunteer event or outreach program at least once per semester.

Article III

Elections and Term of Office

Section A

The following shall be required of an officer:

  1. An officer shall attend all board meetings with 3 permitted absences accepted by the executive board.
  2. The consequence of missing more than 3 board meetings per term shall be dismissal from the board for the rest of the semester.

Section B

Due process for officers found to be derelict of duty shall be as follows.

  1. Any behavior or action on the part of an officer that would be considered by the executive board and/or the advisor to violate the interest of the Science Club, college policy, district policy or the laws of the State of California will be grounds for impeachment.
  2. An officer will be impeached when a supermajority of club executives members including advisor in good standing (80%) votes to impeach the officer.

Section C

Vacated officer positions shall be filled by special election by club members in good standing within a twenty (20) school day period. Each semester, a single vacancy within the Executive Board can be temporarily filled for a period of thirty (30) school days by appointment following unanimous vote by the remaining officers of the Executive Board and the Science Club advisor.

Article IV

Meetings

Section A

Science Club shall hold meetings at least twice (2) a month.

Section B

Science Club board meetings shall be held at least twice (2) a month, at least one (1) day prior to general meetings.

Article V

Scholarships

Science Club may offer annual scholarship awards paid from the club treasury. If scholarships are available, the scholarship application will be due at the discretion of the board and awarded at the last club meeting of the spring semester. In order to be eligible for the scholarship award, the applicant must be a member in good standing. The scholarship offered shall be decided at the discretion of the current board. Scholarships shall be distributed as follows: one scholarship will be awarded to an elected officer as voted on by the club members in good standing. Two scholarships will be awarded to club members in good standing as voted on by the elected officers. The club advisor will break any tie votes.
